Hickenlooper
Governor
Mike King
Executive Director
Loretta E. Pineda
Director
The purpose of this letter is to inform you that the Division of Reclamation, Mining and Safety has
issued a proposed decision to Approve Technical Revision No. 62 at the New Horizon Mine.
Notice of the proposed decision will be published in the San Miguel Basin Forum as soon as
possible. The publication will initiate a ten (10) day public comment period for the Division's
decision.
A soil Sampling and Analysis Plan (SAP) was developed to evaluate the properties of undisturbed,
stockpiled, and redistributed soils on the Morgan property. This SAP was approved, and
incorporated into the New Horizon Mine permit, under Technical Revision No. 61 (TR -61) on
November 21, 2011. Sampling of the soils was conducted on November 22, and December 12 -
14, 2011. Certain modifications to the approved SAP were made in the field; the application for
Technical Revision No. 62 (TR -62) provides formal documentation of the changes that were made.
Sincerely,
Marcia L. Talvitie, P.E.
Environmental Protection Specialist
Office of Office of
Mined Land Reclamation Denver • Grand Junction • Durango Active and Inactive Mines
