November 28, 2011 C -1981 -038 /Bowie No. 1 Mine JJD <br /> <br /> <br />Number of Partial Inspection this Fiscal Year: 4 <br />Number of Complete Inspections this Fiscal Year: 2 <br /> <br /> Page 3 of 5 <br /> <br /> <br />ROADS – Rule 4.03 Construction 4.03.1(3)/4.03.2(3) Drainage 4.03.1(4)/4.03.2(4) Surfacing and <br />Maintenance4.03.1(5) and (6)/4.03.2(5) and (6) Reclamation 4.03.1(7)/4.03.2(7): <br /> The dirt and/or gravel entrance roads leadi ng to the well field, run -of -mine coal stockpile area and the <br />temporary highway coal stockpile area were in good condition. The three short, paved entrance roads at the unit <br />train loadout also were in good condition. The dirt road leading to the West Mine was in good condition. The East <br />Mine was not inspected but there were no problems at the East M i ne entrance. <br /> <br />RECLAMATION SUCCESS - Rule 4.15, Rule 3: <br /> The reclamation work at the West Mine continues to be stable. There were no signs of cr acking or <br />slumpi ng which would indicate slope stability problems with the backfilling and grading work. The vegetative <br />cover varies from fair to good but the cover has been sufficient to help prevent erosional gullying. The reclamation <br />work at the run -of -mine coal stockpi le area has been very good. The backfilling and grading work has been very <br />stable and the final surface was left with small depressions which have helped to retain moisture and promote a <br />good vegetative cover. The East Mine was not inspected. <br /> <br />REVEGETATION – Rule 4.15 Vegetative Cover; Timing: <br /> The vegetative cover at the reclaimed West Mine varied from fair to good. The cover of the entire <br />revegetated area at the reclaimed run -of -mine coal stockpile area was good to very good, while that at the <br />temporary highway coal stockpile area was fair to moderate. The outslope of the unit train loadout bench had a <br />good vegetative cover. The East Mine was not inspected this month due to time constraints. <br /> <br />SLIDES and DAMAGE - Rule 4.12: <br /> There were no indications of slope stability problems at the West Mine, unit train loadout, temporary <br />highway coal stockpile area and the reclaimed run -of -mine coal stockpile area. The East Mine was not inspected. <br /> <br />SUPPORT FACILITIES - Rule 4.04: <br /> There were no problems with the rem aining facilities structures at the unit train loadout. There are no <br />longer any support buildings at any of the other mine sites. <br /> <br />SIGNS AND MARKERS – Rule 4.02: <br /> The mine identification signs were up at the three entrances to the unit train loadout. Mine id signs were <br />also up at the entrances to the partially reclaimed temporary highway coal stockpile area, the reclaimed run -of - <br />mine coal stockpile area, East M i ne, West Mine and the well field area. The required mine information was on <br />each sign. Mine ID s igns were up where the permit boundary crosses a public road. <br /> <br />Surface disturbance markers were up around the disturbed areas. Subsidence warning signs were up along <br />Steven’s Gulch Road adjacent to the well field. Development mining had been performed unde r the road in this <br />area for access from the East Mine to the West Mine. <br /> <br />TOPSOIL – Rule 4.06 Removal 4.06.2; Substitute Materials 4.06.4(4); Storage and Protection 4.06.3; <br />Redistribution 4.06.4:
