December 6 , 2011 C -1983 -059 /Terror Creek Loadout JRS <br /> <br /> <br />Number of Partial Inspection this Fiscal Year: 4 <br />Number of Complete Inspections this Fiscal Year: 2 <br /> <br /> Page 3 of 5 <br /> <br />GENERA L MINE PLAN COMPLANCE : <br />- The operations at the Terror Creek Loadout appeared to be consistent with those approved in the permit, <br />including coal unloading from trucks, coal processing (crushing and sizing), coal stockpiling and train loading. <br /> <br />ROADS – Rule 4.03 ; Co nstruction 4.03.1(3)/4.03.2(3); Dra inage 4.03.1(4)/4.03.2(4); Surfacing and Maintenance <br />4.03.1(5) and (6)/4.03.2(5) and (6); Rec lamation 4.03.1(7)/4.03.2(7): <br />- The haul road going into the site and to the truck scale is a paved road. The road was stable and well maintained. <br />The remaining road loop through the east portion of the facility to the truck dump is a dirt/gravel road. This <br />portion of the road was also well maintained and stable. The outslopes of the haul road exhibited a minor amount <br />of rilling but were fairly well vegetated a nd stable. <br /> <br />SUPPORT FACILITIES - Rule 4.04: <br />- The outslopes for the coal processing and stockpile pads w ere stable at the time of the inspection. The slopes <br />were well vegetated and stable but did have some weeds present. Terror Creek has been advised a bout the weed <br />i ssue in previous inspections. T his area will be inspected in the spring and summer to verify that the operator is, in <br />fact, working on spraying and controlling the weeds. There were no erosional problems noted on the outslopes. <br />- All of th e coal stockpile areas (1/4” coal, stoker coal, lump coal and raw coal) were stable at the time of the <br />inspection. The coal stockpile areas appeared to conform to the areas shown on Map 14 - Sedimentation Control <br />and Small Area Exemption. The Division wi ll make an estimate of the volume of the coal stockpiles in a future <br />inspection. <br />- The fuel storage area contains several above -ground unleaded and diesel tanks. The tanks are enclosed to protect <br />the surface water and surrounding areas in the event of a s pill. There were no problems with the fuel storage area. <br />- The rail line and loadout facility were stable and in good condition at the time of the inspection. The rail line is <br />an SAE. There did not appear to be a problem with sediment leaving this site. <br />- The facilities area (shop, office and bath house area) was stable at the time of the inspection. <br /> <br />TOPSOIL – Rule 4.06 ; Removal 4.06.2; Substitute Materials 4.06.4(4); Storage and Protection 4 .06.3; <br />Redistribution 4.06.4: <br />- Topsoil stockpiles #1 and #2 were well vegetated and stable and no erosional problems were noted on either pile. <br />Both stockpiles had a topsoil stockpile marker in place, as required. The Terror Creek Loadout has been advised <br />of weed issues on the topsoil stockpiles. The Division will continue to monitor these piles in the spring and <br />summer to verify that the operator is spraying the weeds to control them. <br /> <br /> <br />DOCUMENTS RECEIVED : None <br /> <br />This concludes the 6 December 2011 inspection report f or the Terror Creek Loadout. <br /> <br />
