Compliance With Mine Plan N - Support Facilities Not On-site <br /> N -Other N - Special Categories Of Mining <br /> N -Processing Waste N -Topsoil <br /> COMMENTS <br /> INTRODUCTION: This was a partial inspection of the Sunlight Mine conducted by Brock Bowles of the <br /> Colorado Division of Reclamation, Mining and Safety on March 26, 2012. The permit for this mine was revoked <br /> and the bond was forfeited. The reclamation was completed by the Division.Weather conditions were partly <br /> cloudy and very windy. There was not any snow on the ground but the soil was damp. <br /> BACKFILL and GRADING—Rule 4.14 Contemporaneous Reclamation 4.14.1;Approximate Original Contour <br /> 4.14.2;Highwall Elimination 4.14.1(2)(f); Steep Slopes 4.14.2, 4.27;Handling of Acid and Toxic Materials <br /> 4.14.3; Stabilization of Rills and Gullies 4.14.6: <br /> The upper portal slope is in good condition with no obvious erosion and appears to be stable. The lower <br /> portal appears to be stable and no new erosion was noted since the last inspection. <br /> HYDROLOGIC BALANCE -Rule 4.05 Drainage Control 4.05.1, 4.05.2, 4.05.3; Siltation Structures 4.05.5, <br /> 4.05.6; Discharge Structures 4.05.7, 4.05.10; Diversions 4.05.4; Effluent Limits 4.05.2; Ground Water <br /> Monitoring 4.05.13; Surface Water Monitoring 4.05.13; Drainage —Acid and Toxic Materials 4.05.8; <br /> Impoundments 4.05.6, 4.05.9; Stream Buffer Zones 4.05.18: <br /> On the upper portal area,the cut hillside above the west clean water diversion ditch is collapsing into the <br /> ditch. The ditch is completely full of soil and debris which diverts the water out if the ditch and down the hillside <br /> onto the reclaimed bench area(photo 1). <br /> RECLAMATION SUCCESS -Rule 4.15, Rule 3: <br /> There is a large patch of houndstongue (Cynoglossum officinale) above the lower portal entrance. <br /> REVEGETATION—Rule 4.15 Vegetative Cover; Timing: <br /> On the lower portal area, some of the out slopes below the access road have little to no vegetation on <br /> them. The soil appears to be fragile and is eroding (photo 2).
