MANAGEMENT <br />On behalf of New Elk Coal Company, (NECC) enclosed is an application for a minor revision to <br />add some new coal handling structures at the New Elk Mine. NECC intends to install a <br />temporary and then permanent truck loading system near the silos. NECC will also install a new <br />fan system at the Bates Portal. <br />The truck loading system is required so the Blue and Allen seam coals can be blended. The <br />permanent loading system that utilizes the silos will reduce loading costs and also blend the <br />coals. Ditches may be altered slightly to avoid concrete footers. <br />The trucks will enter the loadout from the east end and there we be a waiting area out of the road <br />there, and a signaling system to let trucks know when it is safe to proceed toward the loading <br />area. In this way trucks will not be parked too close to the fan and the working area around the <br />mine. The truck loading system is designed to load trucks in 1.5 minutes. <br />Coal spillage from the highway trucks should not be an issue. The efficient truck loading system <br />will be controlled by the truck drivers. Conveyor scales will be used to assure the appropriate <br />pay load is placed in each truck. If coal is spilled, there is always a loader on the coal yard <br />loading the bins, and it can easily clean the area as soon as possible. It will be a policy to keep <br />this area clean of coal in the drainage areas around the silos. <br />
