March 28, 2012 C- 1981- 020/Munger Canyon Mine MPB <br />reclamation was completed. A view of one of the rock lined permanent drainages is shown in Photograph No. 2. <br />As seen in the photo vegetative growth within the channel is becoming well established. <br />ROADS — Rule 4.03 <br />Construction 4.03.1(3)/4.03.2(3) <br />Drainage 4.03.1(4)/4.032(4) <br />Surfacing and Maintenance4.03.1(5) and (6)/4.03.2(5) and (6) <br />Reclamation 4.03.1(7)/4.03.2(7): <br />The locked access gate now has two locks. It is double locked so that Munger Canyon Mine personnel /DRMS and <br />#11 enterprises (the surface owner for a portion of the site) both have access. The access road to the mine site <br />was dry and the road was generally in good condition. However the road was rutted in some areas due to <br />someone driving on the road when it was very muddy. Culverts were clear of debris and functional. <br />RECLAMATION SUCCESS - Rule 4.15, Rule 3: <br />Much of the site is reclaimed and the reclamation has held up well. Reclamation work which remains to be done <br />at the site includes removal of the sediment pond and associated ditch and culvert reclamation in the coal waste <br />disposal vicinity, along with culvert removal /dry ford construction along the retained segment of the haul/access <br />road located on BLM surface, and width reduction of the segment of the road on private land (approximately '/2 <br />mile in length). This work will be undertaken following appropriate demonstration of site stabilization to allow <br />for sediment pond removal. <br />SIGNS AND MARKERS — Rule 4.02: <br />The Mine and Permit identification sign was properly displayed and maintained at the entrance to the permit area <br />from Highway 139. Stream Buffer Zone signs were in place along Munger Creek. A topsoil sign (see Photograph <br />No. 3) is in place at the remaining topsoil stockpile located on the north side of the access road. <br />OFFSITE SUPPORT FACILIITES - Rule 4.04,4.28: <br />The reclaimed Loma Loadout site was inspected. The sign with operator information, DRMS Permit Number and <br />MSHA ID is in good condition and clearly visible at the site.
