October 12, 2011 C -1980 -007 /West Elk Mine RDZ <br /> <br /> <br />Number of Partial Inspection this Fiscal Year: 2 <br />Number of Complete Inspections this Fiscal Year: 2 <br /> <br /> Page 3 of 14 <br /> <br /> <br />At pond MB -3, sediment is accumulating below the large pipe that drains into the pond. <br /> <br />The SG -1 pond was cleaned in 2010 and the liner repaired per Kathy Welt. The pond contains significant algae <br />and some cattails . <br /> <br />At outfall 004, which can receive water pumped from pond MB5 -E, there were no signs of recent discharge. The <br />sediment trap north of Stack Tube 5 was observed and found to have no problems. <br /> <br />Several ditches were inspected. No serious problems were iden tified with any of them. One maintenance item <br />was identified during the inspection: along the Sylvester Gulch road, sediment needs to be cleared from behind <br />several small check dams (aka “rock socks”). <br /> <br />Silt fence below the construction area was not fun ctioning in some spots and needs to be improved. Another <br />option is to use another type of sediment control at this site. <br /> <br />Four MDWs were inspected: E1 -48, E1 -55, E3 -75, and E3 -68. Brush barriers for sediment control appeared to be <br />working. <br /> <br />A slide ha s occurred at E1 -55 and the area will need to be re -disturbed for maintenance. Straw bales still need to <br />be placed at this site. <br /> <br /> <br />GENERAL MINE PLAN COMPLANCE: <br />The mine was found to be in general compliance with the permit. Map 51 from the PAP was c ompared to the <br />operations map in the conference room in the MCC office, and the two are in agreement. <br /> <br /> <br />PROCESSING WASTE/COAL MINE WASTE PILES – Rule 4.10 and 4.11 Drainage Control; Surface <br />Stabilization; Placement: <br />Construction of the RPE East was obs erved, and no problems were found. Surveyors were seen working in the <br />buttress area. <br /> <br />At the RPE, equipment was moving wet material from the lower area at the east end back up to the pile. <br /> <br /> <br />ROADS – Rule 4.03 Construction 4.03.1(3)/4.03.2(3) Drainage 4.03.1(4)/4.03.2(4) Surfacing and <br />Maintenance4.03.1(5) and (6)/4.03.2(5) and (6) Reclamation 4.03.1(7)/4.03.2(7): <br /> <br />Many roads were observed during the inspection, and all were stable and were functioning as permitted at the time <br />of the inspection. The roads inspected included the roads in the RPE East area and the lower and upper Sylvester <br />Gulch roads.
