No observations of the aerial photographs warrant an on -the -ground inspection. <br /> <br /> <br />PROCESSING WASTE/COAL MINE WASTE PILES – Rule 4.10 and 4.11 Drainage Control; Surface <br />Stabilization; Placement: <br /> The aerial photog raphs show construction of the buttress for RPE East.
