March 21, 2012 C-1981-035/King Coal Mine MLT <br /> by wayward trucks; clean sediment from ditches and culverts; ensure that grates and drop <br /> inlets are open and drain freely; and reestablish the hillside ditch on the mine portal access <br /> road, as shown on Tab 25 Detail 9. At the upper end of the West Clearwater Ditch, a boulder <br /> placed as a safety barrier had fallen down into the ditch (Photo 3). Mr. Wymore made notes <br /> throughout the inspection, and indicated that maintenance activities would be conducted <br /> soon. <br /> • The major maintenance challenge appears to be damage to the various features being caused <br /> by vehicles that have deviated from established roadways (Photo 4). In a number of places, <br /> mine personnel have protected the exposed culvert ends with slabs of sandstone. This <br /> appears to be an effective practice. <br /> King II <br /> • A fair amount of snow remains at King I, but bare ground is beginning to appear. <br /> • The East and West sediment ponds were no longer covered with snow and ice, and each one <br /> was impounding water. Neither pond was full enough to discharge. Primary spillways were <br /> clear and embankments appeared to be stable <br /> ROADS —Rule 4.03 <br /> Construction 4.03.1(3) /4.03.2(3); Drainage 4.03.1(4)/4.03.2(4); Surfacing and Maintenance <br /> 4.03.1(5) and (6)/4.03.2(5) and (6); Reclamation 4.03.1(7)/4.03.2(7): <br /> • Roads within King II were slightly muddy in spots, but were beginning to dry out(Photo 6). <br /> • It appeared that some minor grading may be necessary in order to restore surface drainage, <br /> now that winter is past. <br /> REVEGETATION—Rule 4.15 <br /> Vegetative Cover; Timing: <br /> The slopes above the Travelway Portal Structure (Photo 5) are bare of vegetation. Wire mesh <br /> has been draped over the steep, upper portions of the slopes. GCC said they would like to get <br /> some vegetation established on this slope. <br /> SUPPORT FACILITIES -Rule 4.04: <br /> King II(reference: Maps King 11005 and 007) <br /> • Petroleum products were stored in the 3-sided Fuel Storage Building. The water level in the <br /> containment pond behind the building had gone done somewhat since the previous <br /> inspection. <br /> The mine continues to haul potable water from Durango. The site for off-loading the water <br /> has been relocated from the pump house near the coal sales building to a portable pump <br /> located immediately below the water tank bench. <br /> • The shotcrete cut slope above the mine fan bench appears to be effectively holding the <br /> cutslope in place (Photo 6). <br /> SIGNS AND MARKERS —Rule 4.02: <br /> Permit Boundary signs were posted at regular intervals around the perimeter of the King 11 <br /> facilities.
