March 27, 2012 C-1981-041/Roadside Portals MPB <br /> to make the most sense given that over 2 acres of well established vegetation would be re-disturbed unnecessarily. <br /> With PR-5 one new centrally located drainage is proposed for conveying runoff from the upper diversion down to <br /> the location of Pond 13 (which is planned to be reclaimed) and then down to Coal Creek. The location of the <br /> central drainage as proposed in PR-5 was viewed(see Photograph No. 1)and the proposed drainage configuration <br /> once Pond 13 is reclaimed was also inspected and discussed. <br /> Another significant aspect of PR-5 is changes to the reclamation plan for a portion of Coal Canyon that was <br /> realigned as part of the design for CRDA-2. After SCC met with the U S Corp of Engineers it was recommend by <br /> the Corp that Coal Canyon drainage,which was originally going to be realigned during reclamation of Ponds 6 <br /> and 10 remain in its current configuration. A view of the Coal Creek drainage and adjacent Pond 6 is shown in <br /> Photograph No. 2. <br /> ROADS —Rule 4.03 <br /> Construction 4.03.1(3)/4.03.2(3) <br /> Drainage 4.03.l(4)/4.03.2(4) <br /> Surfacing and Maintenance4.03.1(5) and(6)/4.03.2(5) and(6) <br /> Reclamation 4.03.1(7)/4.03.2(7): <br /> Roads were dry in all locations of the mine site. Road ditches were in good condition and road culverts were all <br /> generally well maintained throughout the various mine site locations and support facility areas. <br /> SUPPORT FACILITIES -Rule 4.04: <br /> The Roadside South Refuse Disposal Area was inspected and found to be very well maintained and stable (see <br /> Photograph No. 3) <br /> The Substation B site was in good condition. The reclaimed areas appear to be fairly well vegetated and stable. <br /> Several mule deer were spotted at Substation B grazing on vegetation(see attached Photograph No. 4). <br /> At the North Decline reclaimed area,the site of former Pond 7 was inspected. There is some vegetation coming <br /> up on the recently reclaimed area but it appears to be primarily cheat grass. The permanent drainage channel is <br /> stable and functional. The mine discharge was flowing at approximately 275 gpm. <br /> The CRDA waste disposal sites were stable. Drainage and diversion ditches were stable with no significant <br /> erosion or other problems noted. <br /> No problems were noted at any of the support facilities during this inspection. <br /> Number of Partial Inspection this Fiscal Year: 6 <br /> Number of Complete Inspections this Fiscal Year: 3 <br /> Page 3 of 8 <br />
