The weather was clear and the grou nd was partially <br />covered with snow. <br /> <br />HYDROLOGIC BALANCE - Rule 4.05 Drainage Control 4.05.1, 4.05.2, 4.05.3; Siltation Structures 4.05.5, <br />4.05.6; Discharge Structures 4.05.7, 4.05.10; Diversions 4.05.4; Effluent Limits 4.05.2; Ground Water <br />Monitoring 4.05.13; Surface Water Monitoring 4.05.13; Drainage – Acid and Toxic Materials 4.05.8; <br />Impoundments 4.05.6, 4.05.9; Stream Buffer Zones 4.05.18: <br />At the loadout, the pond has been filled. The ditch along the southwest boundary still drains to the former pond <br />area. There was no sign of erosion at or near the pond area or flow from the ditch over the embankment (the old <br />railroad bed). At the time of the inspection no water was flowing from the pond area; the weather was too cold for <br />thawing. <br /> <br />Silt fence and s traw wattles were in place were the former pond area drains (the northwest corner). These best <br />management practices (BMPs) for sediment control need to be improved. They were installed with stakes on the <br />uphill side, which is a mistake, and they need to extend further up the bank to the south. <br /> <br />GENERAL MINE PLAN COMPLANCE: <br />The mine was found to be in general compliance with the permit. <br /> <br />ROADS – Rule 4.03 Construction 4.03.1(3)/4.03.2(3) Drainage 4.03.1(4)/4.03.2(4) Surfacing and <br />Maintenance4.03.1(5) and (6)/4.03.2(5) and (6) Rec lamation 4.03.1(7)/4.03.2(7): <br />No problems were observed with roads or culverts. <br /> <br />RECLAMATION SUCCESS - Rule 4.15, Rule 3: <br />The parcels at the mine site and the loadout appeared to be in good condition as no erosion, large weed patches, or <br />large bare areas were observed.
