The access road was thawed and slick. Pond 5 remains <br />inaccessible. NECC needs to assure that regular monitoring and pond inspections are completed in acco rdance <br />with the approved plan. <br /> <br />Pond 9 was dry with occasional snow patches in shaded areas. <br /> <br />Pond cleaning disposal area is located at the NW portion of the mine, adjacent to the Pond 5 access road. The <br />pond cleaning material was spread to dry, and see ded during the fall of 2011. <br /> <br />Culvert north of Fill 9 needs to be flushed of sediment. The culvert on the east side of the Fill 9 drainage has been <br />punched down. This culvert needs to be opened up fully to assure designed flow can pass throug h. <br /> <br />ROADS – Rule 4.03 Construction 4.03.1(3)/4.03.2(3) Drainage 4.03.1(4)/4.03.2(4) Surfacing and <br />Maintenance4.03.1(5) and (6)/4.03.2(5) and (6) Reclamation 4.03.1(7)/4.03.2(7): <br /> The access road through the side was in good condition, with the exception of a hole in the middle of the <br />road west of fill 9. It appeared that while grading the road, the grader caught a large rock that had been buried in <br />the road and pulled it out, leaving a large (approx. 2 ft. wide x 1 ft. deep) hole in the road. This hole needs <br />mat erial filled b ack into the void. <br /> <br />The access road to Pond 5 was muddy and slick.
