The mine had received a light dusting of
snow the preceding day. The Southfield Mine is a reclaimed underground mine. As such, no mine personnel
remain on site.

PROCESSING WASTE/COAL MINE WASTE PILES – Rule 4.10 and 4.11 Drainage Control; Surf ace
Stabilization; Placement:
The RDA was inspected for surface stability and vegetative cover. Surface owners have voiced concern over gully
formation on the RDA . The entire perimeter of the top of the RDA was walked with focus on erosional features
and gullies. No gullies were found on any of the slopes of the RDA. A short drainage feature was identified on
the east side of the RDA. This feature was pin flagg ed at the top and bottom. The feature consist s of a drainage
area approximately 12 feet long by 2 feet wide by approximately 0.83 feet dee p. (Photo1)

Rule 4.14. requires regrading or stabilization of rills and gullies, when erosional featu r es disrupt the approved
postmining land use; prohibit successful revegetation; or contribute to a violation of water quality standards for a
receiving stream. This small drainage feature does not meet any of these criteria. Healthy grasses are observed
growing in the bottom of this feature and no sediment is observed downslope from this feature, implying that this
feature is not active and is stabi l izing. The operator and Division will continue to moni tor this drainage feature.

Numerous small burrowing animal mounds are also found in this low area on the RDA. These bare soil mounds
are not a result of erosion, but of animal activity (voles or gophers). There is no evidence that these mounds are
washing into the collection ditch or cont r ibuting sediment to sediment p ond No. 4.

The RDA has a good cover of grasses with four -wing saltbrush on the south and west sides of the pile.
Transplanted shrubs and trees remain small. Some of the juniper transpla n ts appear stressed by their reddish
coloration. This could be due to cold temperatures or droughty conditions. The Canon City area has received
