Tom Fry, Engineering Technician for the mine, was
avail a ble to ac company me on this inspection.
The skies were covered with high clouds, and temperatures were cool. Mr . Fry said the mine had
received just 1/4” of precipitation during the entire month of January.
Following the field portion, we returned to the mine office. Ross Gubka and Lance Wade were
present, and we discussed various permitting issues related to both the New Horizon Mine and
the New Horizon North Mine application.

PERMITTING UPDATE
 TR -61 – Soil Sampling and Analysis Plan - Mr. Wade said that laboratory results from the
first round of sampling (November 22, 2011) had been received by Western Fuels and were
being transmitted to the Division. Results from the December sampling campaign were
anticipated to be available later this month.
 TR -62 - This application, which will address field modifications that were made to the
sampling plan approved with TR -6 1, has not yet been completed for submittal.

BACKFILL and GRADING – Rule 4.14
Contemporaneous Reclamation 4.14.1; Approximate Original Contour 4.14.2; Highwall
Elimination 4.14.1(2)(f); Steep Slopes 4.14.2, 4.27; Handling of Acid and Toxic Materials
4.14.3; Stabilization of Rills and Gullies 4.14.6:
 The mine shovel was operating within the pit, on the Morgan property. It was loading
interburden, which had been fragmented during a recent blast, into mine haul trucks. The
haul trucks then transported this material up and out of the pit, via a ramp, and dumped it as
backfill on the trailing edge of the pit (Photo 1 ).
