Al l of the haul roads were inspected; they have been graded and maintained.

RECLAMATION SUCCESS - Rule 4.15, Rule 3:

All of the loadout facilities except the office trailers on the west side of the permit boundary have been removed.
The area has been gr aded to blend in with the surrounding topography. Topsoil has been spread from material
obtained from topsoil piles TS -1 and TS -2. The loadout area and the topsoil pile TS -2 affected area have been
broadcast see ded.

REVEGETATION – Rule 4.15 Vegetative C over; Timing:

The original loadout facilities area that has been graded, topsoiled and seeded.

SUPPOR T FACILITIES - Rule 4.04:

The office trailers, electrical substation and parking lot area was inspected and no problems were noted.

S IGNS AND MARKERS – Rule 4.02:

The entrance sign on the east side of the Tie Across Haul Road and the boundary markers delineating the Tie
Across Haul Road need to be updated with the correct information for the Hayden Gulch Loadout permit.
According to Mr. Karo, new sig ns are in the approval process at the corporate level. These signs will need to be
replaced as soon as possible.

TOPSOIL – Rule 4.06 ; Removal 4.06.2; Substitute Materials 4.06.4(4); Storage and Protection 4 .06.3;
Redistribution 4.06.4:

Topsoil stockpil es C, D, E and F along the Tie Across Haul Road was inspected. Each of these piles were stable
and well vegetated. A small perimeter berm is in place around each of the piles.

Topsoil stockpile TS -2 has been partially used for reclamation. The remain der of the pile has been graded to blend
in with the surrounding topography and has been seeded.

Topsoil stockpile TS -1 has been utilized for reclamation.
