February 23, 2012 C -1981 -028 /Keenesburg Strip Mine JLE <br /> <br /> <br />Number of Partial Inspection this Fiscal Year: 5 <br />Number of Complete Inspections this Fiscal Year: 3 <br /> <br /> Page 3 of 6 <br /> <br />ROADS – Rule 4.03 ; Construction 4.03.1(3)/4.03.2(3) Drainage 4.03.1(4)/4.03.2(4) Surfacing and <br />Maintenance4.03.1(5) and (6)/4.03.2(5) and (6) Reclamation 4.03.1(7)/4.03.2(7): <br />The road from the shop facilitie s to Sediment Pond 2 and the B Pit was observed during the inspection. Also, the <br />access road from the shop facilities to the topsand piles A -1 and B -1 were observed. The roads were graded and <br />maintained and the roadside ditches were in good shape. <br /> <br />RECL AMATION SUCCESS - Rule 4.15, Rule 3: <br />Pit B was inspected. According to Mr. MacDonald, two loads of ash were delivered and dumped in the pit today. <br />Four additional loads were expected to be delivered today. It was clear spoil had been placed on the rece ntly <br />backfilled ash in accordance with the approved plan. <br /> <br />A small excavation area was noted in the long term spoil pile where the operator is taking material to be used in <br />Pit B. <br /> <br />REVEGETATION – Rule 4.15 ;Vegetative Cover; Timing: <br />Area 25 was obs erved from the vehicle. This area was stable and snow covered. <br /> <br />Areas 31, 23, 30 and 29 were walked. These areas were vegetated and stable. According to Mr. MacDonald, last <br />year area 29 was mowed and sprayed with a herbicide for weed control. <br /> <br />SUPPORT FACILITIES - Rule 4.04: <br />The mine shop and yard were observed and no problems were noted. <br /> <br />SIGNS AND MARKERS – Rule 4.02: <br />The entrance sign was in good shape and included the necessary information. The permit boundary appears to be <br />delineated by a barb ed wire fence. <br /> <br />TOPSOIL – Rule 4.06 ; Removal 4.06.2; Substitute Materials 4.06.4(4); Storage and Protection 4.06.3; <br />Redistribution 4.06.4: <br />Topsand pile A -3, A -1 and B -1 was stable and vegetated. <br /> <br /> <br /> <br /> <br />
