Skies were clear, and the temperature <br />was cool. The inspection began at the King Coal Mine office, located at the King II facilities, <br />James Couts was available to represent the operator, GCC Energy, LLC, on a walking inspection <br />of the King II. I made a brief stop at the King I mine following the conclusion of the King II <br />portion of the inspection. <br /> <br />PERMITTING UPDATE: <br />RN -06 The application for Permit Renewal No. 6 (RN -06) was deemed complete on February <br />28, 2012. The Division will issue an adequacy review letter on or before April 28, 2012. <br />TR -?? Submittal of a Technical Revision application addressing the use of Coal Mine Waste for <br />backfillin g highwalls at King I is anticipated. <br /> <br />FISH and WILDLIFE – Rule 4.18: <br /> Mr. Couts commented that they have not seen as many wild turkeys at the mine site this year. <br />Southwestern Colorado has had an unusually mild winter, with less snowfall and less severe <br />te mperatures than is typical. Might this fact be influencing wildlife movements? <br /> <br />HYDROLOGIC BALANCE - Rule 4.05 <br />Drainage Control 4.05.1, 4.05.2, 4.05.3; Siltation Structures 4.05.5, 4.05.6; Discharge Structures <br />4.05.7, 4.05.10; Diversions 4.05.4; Effluent Limits 4.05.2; Ground Water Monitoring 4.05.13; <br />Surface Water Monitoring 4.05.13; Drainage – Acid and Toxic Materials 4.05.8; Impoundments <br />4.05.6, 4.05.9; Stream Buffer Zones 4.05.18: <br /> The area had received a few inches of new snow in recent days, and some melting of the <br />snow had begun to occur. The ground surface was wet to muddy, and all of the ditches and <br />culverts within the disturbed area at the King II site were running. Water was also flowing In <br />the West Clearwater diversion ditch (Photo 1 ). The Ea st Clearwater ditch was frozen and <br />covered with snow.
