Pineda <br />Director <br />The Division of Reclamation Mining and Safety (Division) has reviewed the above referenced <br />technical revision application material submitted for the proposed west expansion of gob pile 42. <br />The Division received the application on February 9, 2012 and it was deemed complete on February <br />17, 2012. The Division has the following adequacy review comments regarding the proposed plan. <br />General <br />On the application form, a change in permit area of 1.8 acres is proposed. This may be a <br />typo and was supposed to be a 1.8 acres change in disturbed area. Please correct this <br />change in permit acreage. <br />2. In the text of Volume IX, the Introduction section beginning on page 1 is somewhat <br />confusing, and partially obsolete. The tenses are contradictory, and the chronology is <br />difficult to follow. Please re -write the second paragraph on page 1 to clearly communicate <br />the history of development of Coal Mine Waste Disposal Areas 1, 2 and 4. <br />In the proposed application, the revised reclamation section of Volume IX, page 11, states <br />that "31 acres of the gob pile... will need to be revegetated." The current permit (same <br />section and page number) states that "37 acres of the gob pile... will need to be revegetated." <br />The reduction of 6 acres that need to be revegetated is not reflected in the 2010 or 2011 <br />Annual Reclamation Reports as Phase I,11 or III bond released. Please clarify /explain the <br />reduction in acres that need to be revegetated. <br />4. In Appendix A of the proposed revision Coal Mine Waste Disposal Area Table, the topsoil <br />volumes (cy) in the reclamation volumes section are incorrect. The total for this column in <br />the proposal is 54,203 which is the same value as the current Appendix A without the gob 92 <br />west expansion. Also, the topsoil and cover volumes (cy) for the second, third & fourth 50 <br />Office of Office of <br />Mined Land Reclamation Denver • Grand Junction • Durango Active and Inactive Mines <br />
