Roy Karo of <br />Seneca Coal Company was present during the inspection. Roads into the site had not been plowed, so the min e <br />areas were inaccessible. Only Ponds 011, 012, 013, and 014 were accessible since they are located on county <br />roads. <br />AVAILABILITY OF RECORDS – Rule 5.02.4(1): <br /> Records were inspected at the Sage Creek and Seneca mine offices. All required records were a vailable <br />and current; documentation is below. <br /> <br />HYDROLOGIC BALANCE - Rule 4.05 Drainage Control 4.05.1, 4.05.2, 4.05.3; Siltation Structures 4.05.5, <br />4.05.6; Discharge Structures 4.05.7, 4.05.10; Diversions 4.05.4; Effluent Limits 4.05.2; Ground Water <br />Mo nitoring 4.05.13; Surface Water Monitoring 4.05.13; Drainage – Acid and Toxic Materials 4.05.8; <br />Impoundments 4.05.6, 4.05.9; Stream Buffer Zones 4.05.18: <br /> Ponds 012 and 013 were discharging clear water; it did not appear that Pond 011 or 014 was dischargi ng. <br />Ponds 010, 011A, and 012A were not accessible. <br /> <br />ROADS – Rule 4.03 Construction 4.03.1(3)/4.03.2(3) Drainage 4.03.1(4)/4.03.2(4) Surfacing and <br />Maintenance4.03.1(5) and (6)/4.03.2(5) and (6) Reclamation 4.03.1(7)/4.03.2(7): <br /> None of the roads into the site had been plowed, rendering the mine areas inaccessible. <br /> <br />SLIDES and DAMAGE - Rule 4.12: <br /> There did not appear to be any recent movement in the Pond 012 slide area. The south slope was stable, <br />with very little sloughing or rilling. The Pond 013 slide appeared to have crept along the toe, and possible cracked <br />along the head scarp.
