Hernandez, Alysha
From: Welt, Kathy [KWelt @archcoal.com]
Sent: Thursday, February 16, 2012 12:47 PM
To: Stark, Jim
Cc: Hernandez, Alysha
Subject: RE: West Elk Mine - 9 February 2012 Inspection Report - Complete.pdf - Adobe Reader
Hi Jim,
Could I ask you to make two corrections/ clarifications and consider reissuing the report?
1. Add that Kathy Welt assisted with the records review portion and Robin with the field inspection
portion,
2. Correct that the potential future PR will be to add about 2,200 acres of new leased fed'I acres (1,700
ac) and MCC's private lands to the south, and
3. Most - importantly, the statement underlined below is not correct. Mike clarified to me that the coal
refuse will be hauled to and end - dumped into the hole (because it would be too steep for trucks to get
in and out of there), but once the refuse is dumped in the hole, it will be spread -out in 24" lifts and
compacted to the required standard.
"The operator plans to either end dump the refuse into the hole, dump the refuse beside the hole and push it in with a
dozer or some combination of the two methods. While there will be little to no mechanical compacting of this refuse
material (due to the steepness of the slopes to get into this area), this is the same method that is used for permanent spoil
fills and should not cause any stability problems."
Thanks for your consideration of these changes.
Cathy `Weft,
Environmental Engineer III
Mountain Coal Company, LLC
West Elk Mine
P.O.
