O XBOW MlN/NG,LLC <br />March 30, 2012 <br />Mr. Jason Musick <br />Environmental Protection Specialist <br />Colorado Division of Reclamation, Mining and Safety <br />1313 Sherman Street, Room 215 <br />Denver, Colorado 80203 <br />Re: Oxbow Mining Oak Mesa, LLC — Notice of Intent to conduct exploration drilling on the <br />Oak Mesa in Delta County, Plan COC -74911 <br />Dear Mr. Musick: <br />RECEIV <br />APR 0 2 2012 <br />Division of Reclamation, <br />Mining and Safety <br />Oxbow Mining Oak Mesa, LLC herein submits the enclosed Notice of Intent (NOI) for Exploration <br />drilling activities associated with future development of the Oak Mesa Property. <br />The drilling program, per this NOI, involves completion of 43 exploration holes, which are located in <br />Delta County as shown on the attached plan maps. <br />In conjunction with drilling activities; in -hole logging, core samples of the roof, coal seam and floor <br />materials will be collected and analyzed to characterize the geotechnical characteristics of the mine roof <br />and floor, as well as determining coal quality of this proposed resource. <br />This NOI application submittal consists of the following: <br />• This transmittal letter <br />• Executed NOI Application Form <br />• Transmittal letters to the Delta County Planning Dept. and Uncompaghre Field office of the BLM. <br />• Two maps showing the general location of the exploration, and the proposed exploration drillholes. <br />• The application files and letters and maps have been submitted to you in electronic format through <br />separate emails. <br />' <br />Clearance surveys for cultural and paleontological resources have been completed for all but three <br />drillholes, and those three will not be disturbed until surveys around them have been completed. A <br />biological survey has been completed over the entire project area, and the results of that survey can be <br />found in the Environmental Assessment (EA) document prepared by the BLM as a part of the exploration <br />drilling application.
