Pineda <br />Director <br />The Division has reviewed New Elk Coal Company's application for a technical revision (TR62). <br />TR62 provides design information, reclamation detail and reclamation cost estimation for structures <br />that were subject of NOV -CV- 2011 -008. The Division has the following questions regarding the <br />information submitted with TR62: <br />Revised Map 12 does not show culverts or ditches. Approved Map 14 in the PAP shows the <br />currently approved culverts and ditches. The slurry line light -use road crosses Ditch D34B. <br />How will the road cross the ditch? Will there be a culvert in this location, or will vehicles <br />drive through Ditch D34B. Map 14 shows culvert C52 west of the proposed slurry line light - <br />use road crossing ditch D34B. On -site inspection with Bobby Steele of NECC, on January <br />11, 2012, found that culvert C52 has been removed from Ditch D34B. <br />NECC could use the same size culvert as C52 for the slurry line crossing of ditch D34B. <br />However, if a culvert is installed for the crossing, it will be necessary to show it on a Map <br />14. Please provide an explanation of how vehicles will cross ditch D34B, update applicable <br />maps if a culvert will be used, and provide appropriate sizing information. <br />2. On revised page 2.05 -7c, the text describes, "two light use roads and a maintenance road." <br />The Division does not have a definition of "maintenance road." Please assure that all roads <br />meet the definition and designs of 4.03. Please revise the appropriate text to eliminate the <br />name of "maintenance road."
