I am processing the Seneca II PR -2 application for completeness now.
The final sentence of the notice needs to be amended to include the language provided for the
II -W renewal. Also, I think it would be good to include a bit more explanation regarding the
proposed permit area reduction, in the first paragraph of the notice.
Please add the following explanation or similar wording after the final sentence of the 1st
paragraph of the notice:
SCC proposes to reduce the size of the original Seneca II permit area to accommodate the new
Peabody Sage Creek Mine (PSCM) permit area. The PSCM permit area will include approximately
3,011.9 acres of the original Seneca II permit area. The revised Seneca II permit area will
retain 386.5 acres of the original permit area that includes 271.0 disturbed acres. This new
Seneca II Mine permit boundary encompasses one isolated watershed and separates runoff from
the Seneca II Mine and the new PSCM permit area. The watershed discharges to Pond 008, which
is an approved NPDES discharge point. A reduction in the amount of bond is proposed for the
proposed smaller Seneca II permit area, to reflect the reduced reclamation liability.
