ESCO proposed using 15.12 (the highest possible value with 90% confidence) as the <br />value to be taken forth to the weighing formula prescribed in the permit. The Division conducted a review of both the <br />PSCM and the Seneca II Mine permits to determine if language in the permits would contradict or disallow this statistical <br />approach.
