Response: Please refer to our previous response to Comment 12. Given that it is not our desire or intent to <br />initiate full site reclamation in the near future; modification of the referenced table to reflect specific dates rather: <br />than time intervals would not be appropriate or realistic. The referenced table has been reviewed, and based on <br />available information, the time intervals provided are reasonable for the activities identified. <br />16. Permit page 2.05 -29 includes a discussion of the `No. 9 Coal Refuse Disposal Site ". This section describes <br />the design, construction; maintenance and reclamation of the No. 9 Mine r(, f tse pile. The Mine No. 9 Portal <br />refuse pile was reclaimed in the summer of2009. Please update the No. 9 Coal Refuse Disposal Site <br />section of the permit on page 2.05 -29 to include a discussion of the reclamation of the refuse pile. Please <br />leave the design, construction and maintenance portions in the section for historic purposes but the <br />reclamation portion (?f section will need to be updated with theactual reclamation that was completed <br />on the Mine No. 9 Portal refuse pile <br />Response: This comment essentially duplicates the previous Comment 11. Please refer to the response to <br />Comment 11. <br />17. Permit page 2.05 -29 contains a section titled "Solid Waste Disposal Facility ". This section details the <br />recently} permitted solid waste disposal facility that was used for demolition debris during the reclamation <br />conducted in 2008 (TR -31). During the 2008 reclamation a hole was dug for the demolition debris. After <br />the demolition was completed, MCM covered the hole, replaced topsoil and seeded the disturbance. Since <br />that time, MCM has dug another ,small doter slot in the solid waste disposal area for the ongoing disposal <br />of mine- related waste materials. While the Division believes that this dozer slot is within the scope of the <br />permitted solid waste disposal facility, there is no mention, sped, fcally, of this practice. Please amend the <br />text on permit page 2.05 -29 which relates to the Solid Waste Disposal Facility. Please include a <br />description of the dozer slot(s) that is currently being used for the disposal of mine - related materials. <br />Please include a reclamation plan for the dozer slot and any subsequent dozer slots that MCM digs. <br />Please also include a list of the types of materials that MCM rvillbe placing in the dozer slot. <br />Response The specific Permit text discussion addressing the Solid Waste Disposal Facility has been reviewed <br />and revised to include information on ongoing use and reclamation relative to the referenced dozer slot. Copies <br />of the revised Permit discussion accompany these responses for replacement in the PAP. <br />18. Permit page 2.05 -31 contains a discussion of the `No. 5 and No. 6 Mine - Water Handling System ". Please <br />review the information contained in this section for completeness and accuracy since MCM is replacing <br />the Mine No. 5 dewateringpump. <br />Response: This comment is similar to the previous Comment 5. Please refer to the response to Comment <br />19. Beginning on permit page 2.05 -31.1, MCM discusses some of the individual areas of the mine that will be <br />reclaimed. With the reclamation that was performed in 2008, 2009 and 2010, the status of some of these <br />areas has changed These areas inchtde, changes to the wastewater fiacilhy, the cold shop area (Empire <br />Village), the multiple services building and the miscellaneous areas. Please update the reclamation status <br />of the areas listed in the permit, beginning on page 2.05 - 31.1, to reflect the reclamation completed in <br />2008, 2009 and 2010. <br />Response: The Permit discussion of reclamation activities has been reviewed and updated, as appropriate; to <br />reflect recent site demolition and reclamation activities. Copies of the revised Permit discussion accompany <br />these responses for replacement in the PAP. <br />20. Permit page 2.05 -32 contains the Williams Fork Mines ' `Noxious Weed Management Plan ". One of the <br />problems noted on the site in recent inspections is the Russian Knapweed infestation. The weed <br />management plan contains very} little information regarding this noxious weed. There are also scattered <br />patches of hounds tongue on the ,site, mostly along the east side of the haul road and °efuse piles. There is <br />no individual mention of the hounds tongue in the weed management plan, with the exception o f a statement <br />6 <br />
