10. Permit page 2.05 -20 discusses topsoil replacement on the site and references Tables 58 -62, which are <br />topsoil replacement tables. There are no dates listed in the footer for when these tables were created but, <br />given the reclamation performed at the site in 2008 and 2009, the topsoil replacement volumes listed are <br />probably not accurate. Please review topsoil replacement Tables 58 -62 and update the topsoil <br />replacement volumes as necessarh to reflect the reclamation that was completed at the Williams Fork <br />Mines in 2008 and 2009. <br />Response: The referenced soil replacement tables have been reviewed and updated, as appropriate, to reflect <br />recent reclamation activities. Copies of the updated tables accompany these responses for replacement in the <br />PAP. <br />H. Permit Page 2.05 -21 discusses the No. 9 Portal Waste Disposal Site. This section contains information <br />regarding the construction and operation of the No. 9 mine refuse pile. The No. 9 Mine refirse pile was <br />reclaimed in 2009. Please update the discussion of the No. 9 Mine refuse pile, starting on permit page <br />2.05 -21, to reflect the completed reclamation. Please leave the information regarding construction and <br />operation in the narrative for historical purposes. <br />Response: The specific Permit discussion of the No. 9 Portal Waste Disposal Site has been reviewed and <br />updated, as appropriate, to reflect the completed reclamation and current conditions. Historical text has been <br />retained as relevant background information. Copies of the revised Permit discussion accompany these <br />responses for replacement in the PAP. <br />12. MCM has completed some reclamation activities in 2004, 2009 and 2010, including the demolition of <br />numerous structures, the reclamation of the No. 9 Mine Portals reficse pile and the removal of waste oil <br />Jrom the multiple Services Building. Since the site has remained inactive for° the past 16 years, the Division <br />believes that final reclamation of the site should be completed. Pursuant to Rule 2.05.4(2)(a), please <br />provide the Division with a permit revision to the permit that includes a "detailed timetable for the <br />completion of each major step in the reclamation plan" and a revised reclamation plan that addresses the <br />major steps of the plan in detail. In addition to the timing of the reclamation; the permit revision should <br />include details of each step of the reclamation process. The plan should include, at a minimum, the <br />following items. <br />a. A detailed list of the structures that will be demolished, including a plan for° the disposal of the <br />demolition debris. If the currently permitted solid waste disposal area will be used for <br />demolition debris, MCM will need to provide an analysis of, the remaining volume in the <br />disposal area and the prolectedvolume of the demolition debris. <br />b. A detailed plan for the demolition of the coal silo. This plan will need to address measures that <br />will be taken to protect the Williams Fork AVF and the Williams Fork River. <br />c. A- detailed plan for the demolition ofthe conveyor that is spanning the Williams Fork River and <br />Colorado Highway 13. This plan will need to insure the protection of bath the river and <br />highway during demolition and will need to inchide all necessary permits from the appropriate <br />government agency (for example, the Army Corps of Engineers and the Colorado Department <br />of Transportation). <br />d. A det iled plan for the sampling and clean -tip of soil potentially contaminated with petroleum <br />products. These areas include, but are not limited to, the Multiple Services Building and the <br />main shop warehouse building. <br />e. A detailed plan for the protection of the Williams Fork and Yampa AVF's and the Williams <br />Fork River during and after reclamation. This plan may include buffer zones, berms, SAE's or <br />other measures required to protect these areas from material damage. <br />f There are several small ponds on the site that collect drainage from small areas. It may be <br />necessary to remove these ponds to complete reclamation on these areas. Please provide a <br />detailed plan for the removal of any sediment ponds during the initial reclamation of the mine <br />site, including replacing the ponds withSAE's, ifnecessary. <br />4 <br />
