The purpose of the MR is to <br />provide for an additional four (4) angle boreholes on three (3) existing GVB pads. The boreholes are <br />designated GVB- LW- 17 -05B, 17 -06D, 17 -08D and 17 -08E. The 17 -05B borehole is on an existing pad <br />located on private surface and the other 3 boreholes are on existing pads located on USFS surface. <br />As the Division is aware, due to ground control issues, MSHA required Oxbow to conduct a mine plan <br />change on Panel 17 with an additional barrier pillar and narrowed panel. As a result, the function of the <br />existing GVB's to gather methane had been compromised. It is anticipated that the completion of these <br />additional proposed GVBs will improve methane collection and improve mine safety. <br />We are also including an updated Exhibit 2.04 -E3, Geologic Information, Item 9 - Methane Drainage Well <br />Information and an updated Map 2.05 -M1, Sheet 6 of 6, General Facilities Gobvent Boreholes (to be <br />submitted later under separate cover). <br />Please contact me at (970) 929 -5806 should you have questions or require further information. <br />Sincerely, <br />' <br />James A.
