Calculation of 90 percent of the cover performance standard appropriate for 2011 sampling using the <br />highest possible value for the Mountain Brush Reference Area component is demonstrated below. <br />Mountain Brush Reference Area Allowable First -Hit Herbaceous Cover *(24.4 %) X 2 = 48.4% <br />Sagebrush Reference Area Allowable First -Hit Herbaceous Cover *(44.4 %) X 2 = 88.8% <br />90 percent of the Cover Standard = 0.90 [0.83(48.4 %) + 0.17(88.8 %)] = 49.7% <br />* Herbaceous cover adjusted by subtracting noxious weeds and annual/biennial plant cover in excess of 10% of the remainder. <br />The mean allowable first -hit herbaceous vegetation cover sampled in 2011 BRB -5 was 59.7 percent, <br />exceeding 49.7 percent, which is 90 percent of the upwardly adjusted cover performance standard (see <br />also Figure C -1, Table C -1). Thus for 2011, successful revegetation with respect to allowable first -hit <br />herbaceous cover is indicated. <br />HERBACEOUS PRODUCTION <br />Calculation of 90 percent of the cover performance standard appropriate for 2011 sampling is <br />demonstrated below. <br />Mountain Brush Reference Area Allowable herbaceous production* = 835.1 Ibs /acre <br />Sagebrush Reference Area Allowable herbaceous production * = 1286.5 Ibs /acre <br />90 percent of the Production Standard = 0.90 [0.83(835.1) + 0.17(1286.5)] = 820.7 Ibs /acre <br />* Herbaceous cover adjusted by subtracting noxious weeds and annual/biennial plant cover in excess of 10% of the remainder. <br />As can be seen in Figure 2, the 2011 BRB -5 mean allowable herbaceous production of 2193.0 pounds <br />per acre far exceeded 90 percent of the production performance standard. The average annual and <br />biennial sampled 2011 BRB -5 production was not greater than 10 percent of total herbaceous production <br />and therefore no "excess" annual /biennial production deduction was used in 2011. Noxious weed <br />production was not collected. <br />Since the 2011 BRB -5 allowable herbaceous production exceeds 90 percent of the production <br />performance standard (Figure C -2, Table C -1), and sample adequacy has not been demonstrated in <br />either the reclaimed or the reference areas (minimum of 30 samples) (Tables C -4), reclamation success <br />for Phase III is demonstrated by passing a Two - sample t -test of Reverse Null Hypothesis with <br />Satterthwaite's Adjustment (CDMG 2010 proposed rules revisions 4.15.1 (2)(c)). <br />18 <br />
