DRMS is eligible for cooperating agency status on the coal lease modification EA on the basis of <br />its special expertise. Gaining your agency's expertise and perspective will be valuable to the <br />success of the BLM's coal leasing process. Not only can the BLM's decisions for the public lands <br />have a tremendous effect on neighboring communities, but the involvement of DRMS as a <br />cooperating agency, in the spirit of NEPA, can help ensure that we make the best possible <br />decisions for all Americans. <br />Preparation of the coal lease modification EA is a multi -step process that will be completed in <br />approximately 6 months. BLM has initiated the EA process which includes the preparation of a <br />Preliminary EA, a Final EA, a Finding of No Significant Impact (FONSI) and a Decision <br />Record. Given this constraint, cooperating agencies may, however, negotiate the level of their <br />involvement consistent with their available staffing and resources. <br />If you would like to participate as a cooperating agency, please contact Christina Stark at (970) <br />244 -3022 or via email at cstark @blm.gov.
