OSM is eligible for cooperating agency status on the coal lease modification EA on the basis of its <br />special expertise. Gaining your agency's expertise and perspective will be valuable to the success <br />of the BLM's coal leasing process. Not only can the BLM's decisions for the public lands have a <br />tremendous effect on neighboring communities, but the involvement of OSM as a cooperating <br />agency, in the spirit of NEPA, can help ensure that we make the best possible decisions for all <br />Americans. <br />Preparation of the coal lease modification EA is a multi -step process that will be completed in <br />approximately 6 months. BLM has initiated the EA process which includes the preparation of a <br />Preliminary EA, a Final EA, a Finding of No Significant Impact (FONSI) and a Decision <br />Record.
