The weather was warm and
very dry. The inspector met Dr. Corley, Carin Corley, Ann Corley, Daryl Mergen (supporting the landowner, Dr.
Corley) , Jack Robeda (Ranch Manager), and George Patterson of Energy Fuels Coal Company, at the intersection
of the Thompson Ranch driveway and Newlin Creek culvert.
HYDROLOGIC BALANCE - Rule 4.05
Drainage Control 4.05.1, 4.05.2, 4.053; Siltation Structures 4.05.5, 4.05.6; Discharge Structures 4.05.7,
4.05.10, Diversions 4.05.4, Effluent Limits 4.05.2, Ground Water Monitoring 4.05.13; Surface Water Monitoring
4.05.13; Drainage — Acid and Toxic Materials 4.05.8; Impoundments 4.05.6, 4.05.9; Stream Buffer Zones 4.05.18:
On Monday, March 19, 2012, the Division received an e -mail message from Dr. Corley, a surface landowner of
portions of the Southfield Mine, with concerns regarding diminution of the flow in Newlin Creek as it crosses the
Southfield Mine workings, and regarding inflows of groundwater in the mine void.
Dr. Corley also had concerns that the mine voids have filled and the mine pool has reached equilibrium.
The inspection initiated at the Thompson driveway culvert over Newlin Creek. The Creek was dry at this point.
We walked downstream several hundred feet to a point where Jack Robeda observed the surface flow of Newlin
Creek disappear into the alluvium in the second quarter 2011. This location was marked with pink flagging tape
and GPS coordinates. Dr. Corley had the coordinates in his GPS. The Division collected GPS r using an Xplore
Tablet.
This section of the Newlin creek bed is rocky and sandy with no surface expression of subsidence cracks or holes.
There is no apparent cracking or holes visible at the point that Mr. Robeda reported the 2011 surface flow
diminishing into the alluvium.
Number of Partial Inspection this Fiscal Year: 6
Number of Complete Inspections this Fiscal Year: 3
Page 2 of 6
