RH /JS/5 -88 <br />• JM/7 -91 <br />Update /8 -95 <br />the demonstrations is to show that long term revegetation can be sustained with <br />reduced soil replacement depths. <br />a. length of study or existing reclamation will be 10 years to correspond with <br />the bond release time frame. <br />b. Studies and existing reclamation areas will include the following <br />information and restrictions: <br />IV. Other Considerations <br />i. complete documentation of the range of soil replacement depths, <br />spoil and soil quality, slope, aspect, and climatic factors; <br />ii complete documentation of reclamation, soil amendments, <br />vegetation, and management histories; <br />iii. interseeding and fertilization may take place in study areas and <br />existing reclamation within the first four growing seasons without <br />restarting the 10 year period; <br />iv. successful studies and existing reclamation areas will show that <br />bond release criteria can be met with reduced soil replacement <br />depths. <br />A. Variability in topsoil laydown depths <br />If an 18 inch uniform depth is approved, a range of replacement depths between <br />12 and 24 inches would probably result. Thus, it is necessary to specify topsoil <br />reductions as a minimum depth. <br />B. Public Notice <br />Since soil is for practical purposes a nonrenewable resource and proposals by <br />mining operators to reduce soil salvage may result in significant soil loss, public <br />comment for such proposals will normally be required. This requirement is <br />primarily relevant to soil salvage depth reductions below 18 inches, ie. after <br />adequate demonstration. <br />3 <br />
