<br />Mr. Carlson has 20 years of environmental permitting and operational experience in the mining
<br />and electric utility industries and land development. He has technical and project managerial
<br />expertise in environmental resource issues and projects including baseline data collection and
<br />assessments, EIS, reclamation success evaluations, closed mine management, reclamation
<br />liability releases, noxious weed control, and environmental compliance /audits. He has
<br />completed a large number of baseline soil, vegetation, T &E, alluvial valley floor, and wetland
<br />surveys, topsoil substitution and overburden suitability determinations, acid soil/ overburden
<br />handling plans, and disturbed land reclamation planning and implementation. He has
<br />extensive experience in the development and implementation of cost effective plans to achieve
<br />environmental compliance and has developed surface and underground coal mining, NPDES,
<br />and Army Corps of Engineers permits. As a Certified Professional Soil Scientist, Mr. Carlson
<br />has the experience to map and evaluate soil resources, develop soil handling plans, and
<br />evaluate soil and overburden suitability for revegetation and topsoil substitution. Mr. Carlson
<br />has an excellent knowledge of state and federal regulations pertaining to mining and land
<br />development and has extensive experience interacting and negotiating with regulatory
<br />agencies. He has completed projects in Colorado, Kansas, Kentucky, Louisiana, Minnesota,
<br />Missouri, Montana, Nevada, New Mexico, Texas, Utah, and Wyoming.
