I. INTRODUCTION <br />Purpose of this Document <br />This document presents the findings of compliance in support of a proposed decision of the <br />Colorado Division of Reclamation, Mining, and Safety in response to a request for a partial <br />Phase III bond release on a portion of the Trapper Mine, Division permit number C- 1981 -010. <br />These findings and the decision are made in response to a request for the partial release of a <br />reclamation bond at the Trapper Mine. The Trapper Mine is a surface coal mine, which is <br />permitted and operated by Trapper Mining, Inc. (TMI). With this application TMI is requesting <br />Phase III bond release on 323.5 acres that were seeded in 1999, 2000, and 2001. <br />Background Information Sources <br />Detailed information about the bond release review process can be found in the Colorado <br />Surface Coal Mining Reclamation Act (Act), the Regulations of the Colorado Mined Land <br />Reclamation Board for Coal Mining (known as the "Regulations" or "Rules "), and in the <br />Guideline Regarding Selected Coal Mine Bond Release issues, dated April 18, 1995. All <br />"Sections" referenced within this document are contained within the Regulations, unless <br />otherwise noted. Detailed information about the mining and reclamation operations at the <br />Trapper Mine can be found in the Trapper Mine Permit Application Package, which is on file <br />at the Division offices (1313 Sherman Street, Room 215, Denver, Colorado) and available on <br />the Division web site (http: / /mining.state.co.us). <br />Location of Trapper Mine <br />The Trapper Mine is a surface coal mine, which is permitted and operated by TMI and is located <br />6.5 miles south of the town of Craig, Colorado. The specific sections to which the proposed <br />bond release request applies are: <br />• T5N, R91W portions of Sections 1 and 3. <br />• T6N, R9OW portions of Sections 30, 31 and 32. <br />• T6N, R91W portions of Sections 25, 34 and 36. <br />Land and Coal Ownership <br />The ownership of the surface land for which bond release has been requested is private and <br />state. Ownership of the coal that was mined from the bond release area was federal. <br />Summary of Current Activities at Trapper Mine <br />Trapper Mine is an active mine with two pits where TMI is actively mining coal (Pits K and Z) <br />and two pits that have been approved to receive flyash (the Ash Pit and the D/E Pit). Due to the <br />East Panel slide in October 2006, the mine plan was altered, and TMI continues to place <br />overburden spoil material from the K Pit to the ridge above the Horse Gulch Fill. <br />Trapper Mine <br />Phase Ill Bond Release (SL -13) <br />Page 1 March 27, 2012 <br />
