I n order to prevent any possibility of significant ammonia or nitrate contamination of
the ground or water resources near the site, RAI recommends that blasting personnel
should have the proper tools to quickly and completely clean up any spilled explosive
materials If bulk ANFO trucks are used to auger ANFO into boreholes, they should
be fitted with discharge hoses that can be lowered to the hole - collar to prevent wind
losses of ANFO fines.
2. To ensure effective charge confinement, blastholes should be stemmed with clean
crushed stone sized from 3/8 to Y2 inches (9.5 to 13 mm). The height of stemming
should be at least 10 charge diameters For example, if the charge diameter is 6.5
inches(16.5 cm), at least 65 inches or 5.4 feet (1.6 m) of stemming should be used.
3. If the mining permit were approved, it would be wise for GCC to haveGCC Rio
Grande should conduct a vibration study done for the purpose of developing site -
specific vibration attenuation characteristics. For ongoing compliance purposes, the
intensity of ground motion and air - overpressure generated by all subsequent blasts
should be measured at one or more locations between blast sites and structures of
concern.
4. Based on the site- specific evaluations presented in this report, if the blasting
operations at the Red Rock site are conducted as indicated in the CGG permit
application and further controlled by the additional measures recommended above, it
is extremely unlikely that blasting of this type couldwould cause any damage adjacent
property, unduly disturb neighbors and animals, or cause any harm to water
resources, wells and buried pipes
5. RAI also finds that there are no physical circumstances that would prevent the safe
and efficient operation of the proposed Red Rock limestone mining operation.
1 REVE Y Associates, Inc.
Page 21 July 2002
I
