(Page 11) - The minerals right in the NW 1 /4 of Section 24 are held by GCC Rio <br />Grande, Inc., pursuant to properly located Bureau of Land Management Mineral <br />Claims. The Mineral Location Certificates are contained in Exhibit N. <br />J. 6.4.19 EXHIBIT S — PERMANENT MAN-MADE STRUCTURES' <br />1. (Page 12) - Attached revised Exhibit C -2 shows the locations of the existing <br />access road, stock ponds, stock fences and other man-made structures existing on the <br />property. The water lines, stock tanks, stock ponds and stock fences were apparently <br />placed on the property pursuant to a previous grazing lease held by the State Land Board. <br />Since GCC Rio Grande has entered a lease with the State Land Board which covers <br />improvements to the property, no further action is necessary. GCC Rio Grande could not <br />enter a further agreement with the previous leaseholder because there is no apparent <br />ownership interest in any of the improvements. <br />K. 6.5 GEOTECHNICAL STABILITY REPORT <br />1. (page 13) — The Division will be notified if it becomes necessary to blast for <br />foundations during plant construction. <br />L. STAFF RECOMMENDATIONS: <br />1. (Page 14, 15) — Amendments to the blasting plan are provided in Exhibit D. <br />Blasting will be conducted in accordance with applicable regulations by an <br />independent blasting contractor. <br />M. SUMMARY OF ATTACHED REPLACEMENT PAGES <br />In summary, the new and replacement materials are attached for inclusion in GCC's 112 <br />Construction Materials permit application, and Table 1 referencing the changes has been <br />included as pages 9 and 10. <br />
