tongue, and cheatgrass was also observed. In general, erosion is not a problem in these
parcels, but a rill approximately one foot deep was observed near the south end of the F Pit
reclamation.
The Division did not request that these issues found during the inspection be addressed, other
than ongoing weed control and monitoring of the rill. A follow -up inspection was not
required.
Permitted topsoil depth replacement on rangeland is 12 inches plus or minus 2 inches (permit
page 4 -256). TMI verifies topsoil replacement thickness by scraper load counts. A load count
for each reclamation parcel is included in the bond release application. Topsoil verification was
conducted during monthly inspections as documented in DRMS inspection reports dated
October 11, 2005, October 12, 2005, and the bond release inspection of August 30, 2011. All
parcel areas verified by the Division were within the permitted topsoil replacement thickness.
The following table summarizes the bond release parcels included in the application and
shown on the "SL -12 Phase II Bond Release Area Delineation" maps (Map 1, Sheets 1
through 3).
Bond Release Parcel
Acres
Topsoil replacement
depths (inches)
F -AB -05
73.0
17.0, 14.0
F -AB -06
52.3
16.3, 15.0
Z -AB -05
38.7
14.0, 19.0
Z -AB -06
1.5
11.2, 11.0
Total
165.5
Bond Release Blocks Delineation
The reclaimed parcels are compared to three different range standards based on elevation: range
site C, range site B, and range site A. Range site C standards apply to elevations below 6700
feet, range site B standards apply to elevations above 6700 feet and below 7200 feet, and range
site A standards apply to elevations greater than 7200 feet (permit section 4.4.1). Contiguous
areas of range site A and range site B seeded in the same year and receiving similar reclamation
practices may be lumped together into one range site AB parcel. When the bond release blocks
are comprised of both A and B range site areas, cover and production standards for range site A
will be applied to the block relative to demonstrating reclamation success. In some cases, when
small range site C parcels exhibit characteristics and uses consistent with adjoining A/B parcels,
they may be included in the range A/B bond release block. When small isolated C parcels are
included in a predominantly AB block, the more stringent success standards for range site A
and/or B, as applicable, will be used on the entire block (Permit section 4.4.1.5).
Trapper Mine Page 6 March 27, 2012
Phase 11 Bond Release (SL -12)
