INTRODUCTION <br />Purpose of this Document <br />This document presents the findings of compliance in support of a proposed decision of the <br />Colorado Division of Reclamation, Mining, and Safety (Division) in response to a request for <br />a partial Phase II bond release on a portion of the Trapper Mine, Division permit number C- <br />1981 -010. These findings and the decision are made in response to a request for the partial <br />release of a reclamation bond at the Trapper Mine. The Trapper Mine is a surface coal mine, <br />which is permitted and operated by Trapper Mining, Inc. (TMI). With this application TMI is <br />requesting Phase II bond release on 165.5 acres that were reclaimed in 2005 and 2006. <br />Background Information Sources <br />Detailed information about the bond release review process can be found in the Colorado <br />Surface Coal Mining Reclamation Act (Act), the Regulations of the Colorado Mined Land <br />Reclamation Board for Coal Mining (known as the "Regulations" or "Rules "), and in the <br />Guideline Re ar�din—a Selected Coal Mine Bond Release issues, dated April 18, 1995. All <br />"Sections" referenced within this document are contained within the Regulations, unless <br />otherwise noted. Detailed information about the mining and reclamation operations at the <br />Trapper Mine can be found in the Trapper Mine Permit Application Package, which is on file <br />at the Division offices (1313 Sherman Street, Room 215, Denver, Colorado) and available on <br />the Division web site (http: / /mining.state.co.us). <br />Location of Trapper Mine <br />The Trapper Mine is a surface coal mine, which is permitted and operated by TMI and is located <br />6.5 miles south of the town of Craig, Colorado.
