In total the New Horizon <br />North permit boundary contains 322 acres more or less. Side lines of the 50 foot wide <br />tract described herein shall be lengthened or shortened as needed to terminate at the <br />South Line of Section 25 and the northerly line of the New Horizon No. 2 permit <br />boundary respectively. <br />Proposed Action <br />New Horizon North proposes to develop and mine 282 acres of the 322 acres using the following <br />operation and reclamation plans: topsoil stripping and replacement depths; revegetation <br />techniques; mining techniques, directions, mine life, and production rates; removal of <br />overburden and mining of coal will be accomplished with a mine shovel and truck fleet, <br />explosives; reclamation; and water rights and usage. <br />The proposed mining facilities and operations areas will occupy one -half square mile of land that <br />is bounded by Montrose County Roads on the North, South, East and West (roads Z, AA, 2650 <br />and 2600, respectively). Mining equipment for the proposed New Horizon North Mine is <br />presently being utilized at Western Fuels - Colorado's New Horizon No. 2 Mine (Permit No. C- <br />1981 -008) located a little over 5 miles south - southeast of the New Horizon North proposal site. <br />WFC is proposing to relocate the equipment to New Horizon North mining area using the 5 acre <br />equipment corridor that will be connected to the currently active New Horizon Mine No. 2 Mine. <br />As part of its permit application Western Fuels - Colorado provided a water balance for the <br />proposed action based on an estimated production rate of 350,000 — 460,000 tons /year depending <br />on quantities required by the Tri-State Generating and Transmission Associations' Nucla Station. <br />Accounting for noncontributory mine inflow, surface dust controls, and evaporative losses from <br />drainage controls New Horizon North estimates that its average water depletions for the <br />proposed action will be 42.33 acre -feet per year with a maximum amount in the range of 51.26 <br />acre -feet per year. <br />3pa e <br />
