C -2010 -089
New Horizon North Mine
PARNos. 1- IA -IB, 2- 2A -2B, 3
description. However, no mention is made until much later in the discussions of the two
tributaries of Coal Canyon, namely Glasier Draw and Meehan Draw, and the tributary of
Tuttle Draw, namely Nygren Draw, which pass through the permit area and which appear on
Map 2.04.7 -1 and Map 2.05.3 {3) -1_. In order to avoid any confusion, please explain early on
in the text descriptions that Glasier Draw and Meehan Draw are tributaries of Coal Canyon
and that Nygren Draw is a tributary of Tuttle Draw.
Revised descriptions appear on page 13 of Section 2.04.7. Itent r ol",ed it i ay -. till
r °esj, ions e However, the Division has additional questions concerning Section 2.04.7.
a) In the section titled "Surface Water Monitoring" on pages 17 and 18 of Section 2.04.7;
"Hydrology Description ", it is unclear in the discussion which surface water monitoring
sites are to be included in the baseline monitoring program and whether they will
continue to be monitored as part of the operational monitoring program. As an example,
there is a discussion of monitoring sites SCC and NCC but it is not clear if they are part
of the NHN baseline monitoring program since they do not appear in Tables 2.04.7 -5,
2.04.7 -6 or 2.04.7 -7. As another example, monitoring sites SW -N1, SW -N3, SW -N6,
SW -N7 and NPDES 1 are mentioned as sites with historic data and are listed in Table
2.04.7 -5 under "Historical Reference Data", but the text states that it is anticipated that
these five sites will be monitored before disturbance. It is also not clear if "historical
reference" in Table 2.04.7 -5 means baseline. Please revise the discussion and Table
2.04.7 -5, if necessary, to make it clear which sites are baseline monitoring sites, which
sites are operational monitoring sites, and what "historical reference means. Item
r° so&ed in Dec -2011 response,
b) On pages 17 and 18 of Section 2.04.7, "Hydrology Description ", there appear to be
several typographic errors in the section titled "Surface Water Monitoring ". In the first
paragraph, "nine 14" should be "14 ". In the same paragraph, it appears that SW -NI I
should be SW -N211 and SW -N12 should be SW -N212. In the last paragraph of that
section, it appears that SW -N13 should be SW -N213 and SW -N14 should be SW -N214.
Please revise accordingly.
Hd
2. On page 13 of Section 2.04.7, Tuttle Draw and Coal Canyon are described as being
perennial streams. Please describe the stream classifications for Glasier Draw, Meehan Draw
and Nygren Draw. Item res€ h,ed in tl ttj, -2011 r °es onse.
3 In the Surface Water Monitoring section on page 15 of Section 2.04.7, it is stated that there
are 10 surface water monitoring stations, numbered SW -N200 through SW -N209. These 10
sites also appear in Table 2.04.7 -5 on page 17 of Section 2.04.7 as well_ However, on Map
2.04.7 -1, "Hydrologic Water Monitoring Locations ", site SW -N210 also appears. Please
explain. There are 15 surface water monitoring stations, numbered SW -N200 to SW -N214.
Iterrr r es &ed in 316 p-2011 response.
4. In the two sentences before the last sentence in the Surface Water Monitoring section on
page 15 of Section 2.04.7, a discussion involving SW -7, SW -6 and GW -7 is presented.
However, these three sites do not appear on Map 2.04.7 -1 and GW -7 would be a ground
