March 22,2012 C-1981-028/Keenesburg Strip Mine JLE <br /> RECLAMATION SUCCESS-Rule 4.15,Rule 3: <br /> Pit B was inspected. According to Mr.MacDonald,five loads of ash will be delivered and dumped in the pit <br /> today. It was clear spoil had been placed on the recently backfilled ash in accordance with the approved plan. <br /> Two small excavation areas were observed in the long term spoil pile where the Operator is taking material to be <br /> used in Pit B. One excavation is located at the northern end of the long term spoil pile. The spoil in this location <br /> has a higher sand content according to Mr.Macdonald. The other excavation is located at the southern end of the <br /> long term spoil pile. This material has higher clay content. The Operator uses these two different spoil types for <br /> different applications. Both excavations were shallow cuts into the top of the spoil pile. The excavations were <br /> graded to blend in with the surrounding topography of the spoil pile. <br /> REVEGETATION—Rule 4.15;Vegetative Cover; Timing: <br /> Several Russian Olive trees were observed near topsand pile A-3. According to Mr.Macdonald,these trees will <br /> be removed in the near future. <br /> SUPPORT FACILITIES -Rule 4.04: <br /> The mine shop,yard,waste treatment facility and evaporation pond were observed and no problems were noted. <br /> SIGNS AND MARKERS—Rule 4.02: <br /> The entrance sign was in good shape and included the necessary information. The permit boundary appears to be <br /> delineated by a barbed wire fence. <br /> TOPSOIL—Rule 4.06; Removal 4.06.2; Substitute Materials 4.06.4(4); Storage and Protection 4.06.3; <br /> Redistribution 4.06.4: <br /> Topsand pile A-3, A-1 and B-1 were stable and vegetated. <br /> Number of Partial Inspection this Fiscal Year: 6 <br /> Number of Complete Inspections this Fiscal Year: 3 <br /> Page 3 of 4 <br />
