The inspection was conducted by Michael Cunningham of the Division of Reclamation, Mining and Safety <br />(Division). Daylan Figgs of the City of Fort Collins was also present for the inspection. The Timberline Pit is <br />located east of the City of Fort Collins on S. Timberline Road. The Cache la Poudre River is directly to the north <br />of the site. The permit area encompasses 116 acres that lie on either side of S. Timberline Rd. The approved <br />post- mining land use is for recreation /industrial /commercial use. <br />The Division received a request for a full performance and financial warranty release on September 12, 2011. <br />The Division sent out notices regarding the release request to the owners of record of the affected land, the <br />Larimer County Commissioners and to the Fort Collins Conservation District on February 22, 2012 as required <br />by Construction Materials Rule 4.17.2. The Division did not receive any written objections to the release <br />request. <br />Hydrologic Balance: <br />The Timberline Pit contains four unlined groundwater ponds, which are collectively referred to as the <br />Kingfisher Point Ponds. Approximately 40.64 acres of the 51.34 acres of the ponds were exposed prior to <br />December 31, 1980 and do not require replacement. Evaporative depletions from the remaining 10.7 acres of <br />exposed groundwater are replaced under a plan for augmentation decreed in Division 1 Water Court Case No. <br />2005CW262. <br />Revegetation: <br />During the previous inspection conducted on November 11, 2008, the Division noted Russian Olive around the <br />perimeter of the ponds. The City of Fort Collins has since removed all of the Russian Olive and has continued <br />to monitor the site to ensure it remains free of noxious weeds. The planted grasses are well established and <br />are capable of self- regeneration and are equal in extent of cover of the surrounding area as required by Rule <br />3.1.10(1). <br />Based on the observations of this inspection, the operator has completed reclamation and has satisfied the <br />requirements of the reclamation performance standards outlined in the Construction Materials Rules and <br />Regulations. The request for a full performance and financial warranty release will be approved, notice of the <br />Division's decision regarding the release from further reclamation responsibility will be sent under separate <br />cover. <br />This concluded the inspection. <br />Inspection Contact Address <br />Daylan Figgs <br />City of Fort Collins <br />P.O.
