C- 1996 -083) <br />COAL MINE WASTE BANKS 1, 2 & 4 <br />4 QUARTER 2011 INSPECTION REPORT REVIEW <br />SUBJ: RESPONSE TO DRMS COMMENTS, DATED FEBRUARY 23, 2012 <br />Dear Mr. Bowles: <br />In response to your letter to J.E. Stover & Associates, Inc., dated February 23, 2012, we offer the <br />following responses to your comments /questions. Our responses are in the same numeric order <br />as your comments in the referenced letter. <br />1. We have reviewed the Daily Compaction Report (DCR) for 10/5/2011 and concur with your <br />calculation for percent compaction for test # 547A. The compaction was erroneously <br />reported as 90.6 percent of the maximum dry density of 97.5 pcf. The correct percent <br />compaction should read 92.9 percent, which represents an in -situ density 90.6 pcf divided by <br />the maximum dry density of 97.5 pcf. A corrected DCR is attached herein. <br />2. The vibrating wire piezometers (VWP) have been damaged or buried beyond repair and new <br />VWP's should be installed. We are awaiting authorization from our client, Mr. Bill Bear, to <br />proceed with the new installation. We anticipate this will take place in the second quarter of <br />2012 when the site is more readily accessible after snow and ice have melted. <br />Thanks you very much for your comments on the 4 Quarter 2011 Instrumentation and <br />Inspection reports.
