South Taylor Fill Inspection Certification <br />On March 13, 2012, 1 inspected the area in which the South Taylor Excess Spoil Fill is being <br />constructed. This report covers activities associated with the East Taylor Fill and the West Taylor <br />Fill identified on Map 23A of the approved permit. The purpose of this inspection was to observe <br />status of the fill placement. This inspection is necessary to satisfy the requirements of CDRMS <br />Rule 4.09.10 (1a) and Rule 4.09.1 (1b). Weather conditions were clear and all portions of the fill <br />were visible. <br />A -A' Underdrain Area: The construction on the entire A -A' underdrain including fabric installation <br />has been completed. The uppermost portion of the drain remains uncovered while the central <br />portion has been covered with fill. The lowermost portion of the drain has been covered to within <br />100 feet of the inlet of the West Taylor pond. Fill placement continues. Regrading and sloping <br />activities on the lower toe below elevation 7650 have begun but are not yet to final grade. Flows <br />through the drain continue to contribute inflow to the West Taylor pond. <br />B -B' Underdrain Area: Underdrain construction is completed and all portions of the drain have <br />been covered. Fill placement continues. As of the most recent topographic data (October, 2011), <br />substantial quantities of fill have been placed over the drain. <br />C -C' Underdrain Area: Underdrain construction is completed and all portions of the drain have <br />been covered. Fill placement continues. The 7800, 7850, 7900, and 7950 dump benches are <br />completed. The 8000 bench and all higher benches were inactive during this quarter. <br />In November, 2010, TR -88 was approved to extend the toe of the temporary fill. Further, in June, <br />2011, a permit change designated as TR -81 was approved to make these changes permanent with <br />the modification of the postmining topography. <br />Design requirements for the spoil pile are addressed in Volume 13, Exhibit 21, Item 1, Introductory <br />Letter. Inspection requirements during construction are further detailed in Volume 12, Section 4.09. <br />1 am a Registered Professional Engineer in the State of Colorado and a representative of <br />Environmental Solutions, Inc, P.
