The entire pond is ringed with an earthen dike to prevent overflow and the perimeter is fenced
off. A lined earthen dike separating the two compartments is three feet lower than the perimeter
dike of the pond. A wash water line is provided at the process waste compartment for wash
down and cleanup.
The pond is to be inspected monthly for maintenance that may be needed for the perimeter fence,
the dike, and the integrity of the liner. In addition, the nature of the pond water and the height of
the water level will be inspected. Appropriate corrective measures (such as replacement or the
addition of new supplementary material) will be taken to restore the integrity of the fence, dike,
and liner, if necessary. If the pond water appears discolored or appears to contain water that
possibly represents an influx of hazardous materials, all actions bringing water to the pond will
cease and an investigation into the problem will commence. If it is concluded that a hazardous
substance has entered the pond, the fluid in the pond will be evacuated by a vacuum truck and
removed for disposal at an appropriate off -site waste disposal facility. Should the water level
appear to be overflowing or close to overflowing, the transfer of water to the pond will cease
until a sufficient quantity of the water has evaporated.
2.2.1.7 Topsoil Pile
Topsoil excavated for the purposes of constructing the evaporation pond forms a large pile
adjacent to and west of the existing evaporation pond (Figure 1). The perimeter of the topsoil
pile is fenced to contain the topsoil and to reduce the amount of topsoil removed by wind action.
No hazardous materials or potential pollutants are associated with the topsoil pile.
The topsoil is currently seeded with a seed mix dictated by the BLM to minimize erosion and
prevent weed species from proliferating. In order to keep the topsoil healthy and to keep wind
erosion to a minimum, the topsoil is to be spread out into low -lying rows until it is to be re -used
as fill. The perimeter fence is to be inspected monthly and remediated as necessary.
2.2.1.8 Maintenance Shop
The maintenance shop is a room in the processing plant whereby the upkeep and restoration of
plant vehicles, machinery, and piping is conducted. This includes, but is not limited to, tasks
such as welding, painting, cutting, and mechanic work. All paints, oils, fuels, and hazardous
chemicals and materials in the NSI plant are safely and appropriately stored in the maintenance
shop. As such, these materials are not exposed to stormwater discharge.
As a good housekeeping practice, the maintenance shop is regularly cleaned and the bay door is
generally kept closed to restrict the possibility of any hazardous materials accidentally finding its
way out of the plant.
Daub & Associates, Inc.
