RULE 2 - PERMITS <br />coal) and incombustible waste rock generated at the PSCM will be transported to the surface via <br />conveyor, segregated, and transported to Foidel Creek Mine's approved refuse disposal area for <br />permanent placement. The coal refuse and waste rock material from PSCM has been considered in <br />the design of the Foidel Creek Mine CRDA and is addressed in technical revision TR09 -67 to <br />permit #C -82 -056 for that mine. <br />Based on both experience at the Foidel Creek Mine with waste rock materials from the same <br />geologic units and sampling and analysis of those geologic materials associated with the Wadge <br />Coal Seam in the PSCM permit area (refer to the overburden suitability discussion in Section <br />2.04.6), the Wadge Seam and associated strata above and below the coal seam have little or no <br />potential to generate acid- or toxic - forming refuse materials and have been shown to have suitable <br />plant growth characteristics at the Seneca II Mine. <br />Solid and liquid wastes generated from coal mining, maintenance, and related operations, including <br />but not limited to wood and paper waste, scrap steel, tires, and waste oil, grease, and solvents, will <br />be collected in suitable temporary collection/storage containers for recycling or disposal. <br />Generally, solid wastes will be collected in either steel roll -off bins or designated yard areas, until <br />there are sufficient volumes to justify pick -up for recycling or disposal. Liquid petroleum wastes <br />will be collected and stored in suitable drums or tanks within designed secondary containment <br />areas, as appropriate, for pick -up and recycling. To the extent feasible, SCCC will contract with <br />properly qualified and licensed firms to recycle all scrap steel, tires, and petroleum wastes. <br />Return of Coal Refuse to Abandoned Workings <br />To the extent feasible, mine waste rock including mine development rock and roof fall material will <br />be placed. in mined -out areas in conjunction with ongoing underground mining operations. These <br />activities are not, however, designed as a backfilling method and the provisions of Rule 2.05.3(9) <br />are therefore not applicable. <br />TR -01 -10 2.05 -29 Revision 02/11 <br />
