RULE 2 - PERMITS <br />Road construction methods are similar for all classes of roads, with construction generally involving <br />initial clearing of vegetation and recovery of available soil materials, cut -fill excavation and <br />placement, installation of drainage structures, grading, and placement of surfacing materials. For <br />access and haulroads, fill and embankment construction involves placement and compaction of fill <br />materials in horizontal lifts approximately 12 inches deep over the width of fill or embankment. Fill <br />material is not placed in its final position, but dumped and then bladed to facilitate moisture <br />conditioning and proper compaction. Compaction is carried to the edge of the fills so that final <br />embankment slopes are firm and stable. Where fills are placed against existing slopes, the slopes <br />are benched and scarified and the loosened material blended with the fill during placement and <br />compaction. <br />When a roadside ditch is required, ditches are cut to the design configuration and grade following <br />completion of road construction and lining material (if required) is placed to limit erosion and <br />control flow velocities. Culvert installation involves excavation to competent material, placement <br />of bedding material, culvert placement and compaction of fill and cover material around and over <br />the culvert, and placement of appropriate headwall and outlet protection where required. On <br />completion of road construction, associated cut - slopes and embankment out - slopes are seeded with <br />the temporary seed mixture and mulched (if necessary) to stabilize the slopes and minimize erosion <br />potential. <br />Roads A/Al, Road B, Road C, Road E -1 and Road E -2 will be retained as permanent postmine <br />features after the mine operation ceases to be consistent with the Seneca II Mine approved post <br />mining land use, as well as the proposed Peabody Sage Creek Mine postmining land use. The road <br />width will be reduced to 20 feet and drainage reestablished as part of the final road configuration. <br />A sign identifying the name, address, and telephone number of the mine permittee, along with the <br />current permit number and permitting agency and contact information will be posted at the entrance <br />to the permit area on the mine access road, and maintained, consistent with applicable provisions of <br />Rules 4.02.2 and 4.02.4. <br />Haulroads - Haulroads will be used for coal haulage, overburden haulage and mine development <br />waste rock haulage; the haulroads include: <br />• Road A/A -1 <br />• Road B <br />• Road D <br />Road layouts are shown on Map 2.05.3 M3, Road Plan View and Profiles, Map 2.05.3 M1A, Mine <br />Facilities Area (South End) and Map 2.05.3 M1B, Mine Facilities Area (North End). Coal haulage <br />will occur on Road A/B /A -1, from the permit boundary at Routt County Road 27A to the coal <br />stockpile area, a distance of approximately 1.5 miles. The road will be a minimum of 50 feet wide <br />and constructed with a compacted road base and gravel surfacing. Roads A, A -1, B and D will <br />provide for two -way haulage of both full and empty tractor - trailer haul - trucks moving coal from the <br />coal stockpile to the customers receiving facility. <br />Although the posted speed limit for haul roads will be 25 mph, road horizontal alignment is based <br />on a 40 mph design speed, for safety reasons. Horizontal and vertical alignment have been <br />carefully coordinated so that no horizontal curve begins or ends at the crest or sag of a vertical <br />TR- 01 -10. 2.05 -18 Revision 02/11 <br />
