March 8, 2012 C- 1980- 007/West Elk Mine JRS <br />ROADS — Rule 4.03 Construction 4.03.1(3)/4.03.2(3) Drainage 4.03.1(4)/4.03.2(4) Surfacing and <br />Maintenance4.03.1(5) and (6)/4.03.2(5) and (6) Reclamation 4.03.1(7)/4.03.2(7): <br />- The roads around the coal stockpile areas were a bit muddy and there was some minor rutting, due to the wet <br />conditions. The roads all appeared to be stable and no problems were noted. <br />- The road to the Sylvester Gulch facilities area was well maintained and stable at the time of the inspection. <br />- The mine entrance road is a paved road to the office building. The road was well maintained and stable. <br />- The haul road to the RPEE was muddy and there was some rutting on the lower portion of the road due to the <br />warm conditions and heavy haul trucks. There were fewer ruts and less mud on the upper portions of the haul road <br />(towards the RPEE). The operator will need to blade this road when conditions permit. <br />SLIDES and DAMAGE - Rule 4.12: <br />- The ST -02 slide area remained stable at the time of the inspection. The slide mitigation area will be seeded this <br />spring, as conditions permit. The operator will provide a Technical Revision containing and as -built for the work <br />completed on this area. <br />- The RPEE haul road slide mitigation area remains stable. The operator cleared the dirt away from the lower <br />portion of the filter blanket placed along the repaired slope to drain the water. This will allow the water that is <br />intercepted to flow freely from the filter blanket into the ponds. The French drain that was installed also appears <br />to be working as designed. There is water flowing from the drain into the RPE pond.
