No representative from <br />MINREC, Inc. was present. Weather conditions were overcast and 8 inches of snow was on the ground. The <br />access road to the mine was not plowed and it was inaccessible. The temperature was warm and I was getting <br />concerned that the snow may become slippery. Pictures were taken from a vantage point overlooking the mine. <br />AVAILABILITY OF RECORDS — Rule 5.02.4(1): <br />All the necessary records were in the records room at the Garfield County Courthouse in Glenwood <br />Springs. See the availability of records form at the end of this inspection report for more detailed information. <br />HYDROLOGIC BALANCE - Rule 4.05 Drainage Control 4.05.1, 4.05.2, 4.053; Siltation Structures 4.05.5, <br />4.05.6; Discharge Structures 4.05.7, 4.05.10; Diversions 4.05.4; Effluent Limits 4.05.2; Ground Water <br />Monitoring 4.05.13; Surface Water Monitoring 4.05.13; Drainage — Acid and Toxic Materials 4.05.8, <br />Impoundments 4.05.6, 4.05.9; Stream Buffer Zones 4.05.18: <br />The long pond, ponds T1 and T2 appeared to be working and the berms appeared to be stable (photo 1). <br />Pond P9 was snow covered. <br />ROADS — Rule 4.03 Construction 4.03.1(3)/4.03.2(3) Drainage 4.03.1(4)/4.03.2(4) Surfacing and <br />Mamtenance4.03.1(5) and (6)/4.03.2(5) and (6) Reclamation 4.03.1(7)/4.03.2(7): <br />The public road to the access gate was not maintained but was packed down by vehicles. The mine access <br />road was not plowed and it was inaccessible. <br />SIGNS AND MARKERS — Rule 4.02: <br />The sign on the entry gate does not have the same address for MINREC as on file with the Division (photo <br />3).
