4.0 PHYSICAL BACKGROUND <br />Much of the information presented in this section has not changed from previously approved <br />documents, however, that information is provided in this section for ease of review. Information <br />that is collected on a regular basis such as climatic data and surface and ground water quality <br />data have been updated to provide recent information. Previous studies for vegetation, soils, and <br />wildlife have been field verified to confirm the validity of the past documentation and cover new <br />permit and affected areas included as part of MLE2. <br />4.1 Location <br />The Cresson Project area is located southwest of Pikes Peak in southern Teller County, <br />Colorado. The center of the permit area lies approximately 2 miles southeast of Cripple Creek, <br />Colorado and approximately 1 '/4 miles north of Victor, Colorado, although the permit boundary <br />lies closer to both cities. The Cresson Project is entirely within the District. <br />Under MLE2, the permit acreage increases from approximately 5,862 to about 5,990 acres, <br />including the Carlton Tunnel area. The affected area increases from the area of approximately <br />4,200 acres to an approximate area of 4,670 acres, including the Carlton Tunnel. The permit <br />boundary lies exterior to the area of planned disturbance in all cases, both as currently approved <br />and as planned for MLE2. Exhibit A of this application contains the legal description for the <br />Cresson Project MLE2 permit area down to the quarter quarter section. <br />The Cresson Project permit boundary proposed as part of MLE2, as well as the currently <br />approved permit boundary, all lie within the District, that is, within the general area that has been <br />mined since the late 1800's. The operations are conducted primarily on privately -owned lands, <br />with both the surface and minerals held in private ownership. Land ownership is presented on <br />Drawings C -1 and C -la listed in Exhibit O. CC &V's legal right to enter these lands is outlined <br />in Exhibit N. <br />The site is accessible from SH 67 as it runs between the cities of Cripple Creek and Victor and <br />from CR 82. <br />4.2 Topography and Elevation <br />The site lies in high altitude, relatively dry mountainous terrain. The site is characterized by <br />rolling hills with numerous peaks and valleys, some quite steep. The site topography has been <br />locally changed by mining activities over the last 100 years or more.
